https://docs.trr379.de/howtos/pool-tool/setup/index.html describes how to set up tokens and teams access to view and submit records. This should be amended with Stephan's (can't find his user name to tag him) write-up on setting up a token for file upload.

The token setup instructions are updated, so I am closing this issue.

However, I am linking to #6 as Stephan's write-up will likely prove useful when adding information about developer setup requirements to support file uploads in a shacl-vue deployment
