Following up from @mih giving a demo in one of the TRR379 RDM OH calls, this PR aims to document a workflow for creating instrument/questionnaire records in the knowledge pool to support data harmonization across sites. As each questionnaire is slightly different and it is harder to create a straightforward "follow all of these steps in this order every time" type guide, I've added subsections to go into more detail on potential metadata and relationships that could be documented. The goal is to clarify that "anything is better than nothing", and make the process seem welcoming and iterative.
